Arizona ESA Kindergarten Funding: How Much and How to Apply

Parents of young children often discover the Arizona ESA program when their child approaches kindergarten age. The age cutoff catches some families off guard, and the standard base award applies across grade levels.

How Much Kindergarten ESA Pays

The ESA award is calculated at 90% of the state aid that would have been allocated to a student's resident school district or charter school. The standard base award for a universal K–12 student without a special education weighting is $7,000 to $8,000 annually. If your child has a documented disability qualifying for weighted funding, the award is higher, depending on the disability category.

Age Requirement

To qualify for a kindergarten ESA, your child must turn 5 by January 1 of the contract year. The contract year runs July 1 through June 30, so for the 2026–2027 year, your child must be born on or before January 1, 2027.

There's no separate "pre-K ESA" for children under 5 — with one exception. The Preschool Disability (P-SD) category accepts children ages 3 to 5 with a documented developmental delay or severe sensory impairment, verified by a Multidisciplinary Evaluation Team (MET) report. This is the only pathway to ESA funding before age 5.

Kindergarten vs. Waiting for First Grade

Some parents calculate the numbers and ask whether to apply for kindergarten or wait until first grade. For universal students, the standard base award does not increase at first grade.

Applying for Kindergarten ESA

The application process is identical to K–12. Submit through the ADE ESA Applicant Portal with proof of the student's identity (birth certificate showing they meet the age requirement), proof of Arizona residency, and any categorical eligibility documentation if applicable.

The same quarterly proration applies: sign the contract by September 30 for the full annual award. For kindergarten families, this timing is especially tight because you may be making the education-at-home-versus-public-school decision over the summer. If the ESA is on your radar, submit the application early so ADE has time to review the complete packet within its 30-day processing window.
