How Much Does Arizona ESA Pay Per Student?
The Base Award Formula
Arizona ESA awards equal 90% of the state aid that would have been allocated to your child's resident public school district or charter school. The calculation excludes local property taxes and federal funding — it draws only from state equalization assistance.
For a typical K–12 student without special education weightings, that works out to $7,000 to $8,000 per year for the 2025–2026 and 2026–2027 school years. Over 75% of all active ESA accounts fall within the $7,000 to $9,000 range, according to ADE's FY 2026 legislative reports.
The exact amount follows the state funding formula applied to the student's resident district or charter school.
Weighted Awards for Students with Disabilities
Students with documented disabilities receive substantially higher awards based on Group B support level weights set in A.R.S. § 15-943. The disability must be documented through a current IEP (within one year), a Multidisciplinary Evaluation Team (MET) report (within three years), or a 504 plan.
| Category | Estimated Annual Award |
|---|---|
| Universal K–12 (no disability) | $7,000 – $8,000 |
| Specific Learning Disability / Speech-Language Impairment | $9,000 – $11,000 |
| Emotional Disability / Orthopedic Impairment / Other Health Impairment | $11,000 – $15,000 |
| Autism Spectrum Disorder | $15,000 – $22,000 |
| Multiple Disabilities / Severe Sensory Impairment | $25,000 – $37,000+ |
Autism spectrum disorder accounts for 54.5% of all ESA disability enrollments — roughly 11,400 students in FY 2026 Q4 — making it the largest disability category by enrollment.
Preschool and Kindergarten Funding
Children ages three to five with documented developmental delays or severe sensory impairments qualify under the Preschool Disability (P-SD) category.
Kindergartners without disabilities entering through universal eligibility must be age five by January 1 of the contract year. Their base award falls within the standard $7,000 to $8,000 K–12 range.

What the Numbers Mean at Scale
With nearly 100,000 active ESA accounts in Arizona as of FY 2026, the program's total annualized cost exceeds $1.09 billion. The average per-student allocation across all categories — including weighted disability awards — is approximately $10,900.
For families, the practical question is whether the award covers their educational expenses. Microschool and co-op tuition and enrollment fees are reported at $5,000 to $9,000 per year; costs at other private schools vary, so compare the school's invoice with the student's award. Solo homeschool families may use funds across curriculum, supplies, technology, tutoring, physical education, and enrichment, so compare planned eligible expenses with the award.

The Arizona ESA Parent Guide breaks down exactly how the funding formula applies to your family's situation — including how to document disability eligibility for the higher weighted tiers that can multiply your child's base award by three to five times.
