Three Ways to Spend: Marketplace, Tuition, and Reimbursement
The Odyssey wallet gives families three ways to use scholarship funds: marketplace purchases, direct tuition payments to approved private schools, and reimbursements for eligible purchases outside the marketplace.
Odyssey marketplace purchases are the path of least resistance. You browse approved vendors directly on the Odyssey platform, select products or services, and the transaction pulls from your digital wallet automatically. Point-of-sale controls enforce spending caps and category restrictions in real time — you literally cannot overspend your extracurricular cap through the marketplace because the system blocks the transaction before it processes.
Tuition payments can be sent through Odyssey directly to approved private schools. Eligible tuition or fees paid to other education institutions can be submitted for reimbursement.
For purchases outside the marketplace, families use manual reimbursement. You buy from a vendor on your own, pay out of pocket, then submit a reimbursement claim through the Odyssey portal with itemized documentation. The program manager reviews your claim against five statutory conditions before crediting your account. This process takes longer and introduces the possibility of rejection.
During the program's first eight months, families submitted over 148,000 reimbursement requests. The volume has been substantial enough that board members have publicly acknowledged the administrative burden. The marketplace exists specifically to reduce this friction — but it doesn't cover every vendor or educational service a family might need.
What's Available on the Marketplace
The Odyssey marketplace hosts a growing catalog of approved vendors across several categories:
- Curriculum publishers — textbook packages, workbook sets, complete grade-level programs
- Online learning platforms — course subscriptions, educational software, digital learning tools
- Educational service providers — tutoring services, therapy providers, testing centers
Vendors on the marketplace have already completed the onboarding process: business documentation verified, educational qualifications confirmed, criminal background checks completed for all instructional personnel under Utah Code § 53F-6-407.
The advantage is immediate: marketplace purchases are reviewed for eligibility before purchase, so there's no reimbursement claim, no receipt upload, and no separate reimbursement review. Odyssey's optional Eligibility Request can provide a preliminary review for an outside purchase, but final approval comes after a complete reimbursement submission.
The limitation is selection. Not every vendor you want to use is on the platform. Your preferred local tutor, a specialty science lab provider, or a niche curriculum publisher may not have gone through Odyssey's onboarding process. In that case, you're back to the reimbursement path.
How the Reimbursement Process Works
When you purchase from a vendor outside the marketplace, you submit a manual reimbursement claim that must satisfy five statutory requirements:
Itemized receipt and proof of payment. The documentation needs to show line-item costs, what was purchased, the purchase date, the vendor's name, and how it was paid for. "Educational materials — $215" may not show enough detail. "Grade 6 history curriculum (Story of the World Vol. 3), world atlas, timeline notebook — $215" is more itemized, but approval still depends on the other statutory conditions.
Qualifying expense. The item or service must fall within an approved spending category under Utah law — curriculum, tutoring, educational therapy, standardized testing, online courses, or technology (within the $1,500 per-device cap).
Third-party provider. The vendor cannot be you. Parents cannot be paid for educating their own children through the scholarship program.
Educational purpose. The program manager must confirm the expense directly serves your scholarship student's education. General household items that happen to be used during school time don't qualify.
Active enrollment. Your child must have been enrolled in the scholarship program and not in a public school when the purchase was made.

Getting Vendors Onto the Platform
If you work with a provider regularly — a weekly tutor, a co-op teacher, a therapy practice — they can apply through Odyssey to become a qualifying provider. If Odyssey also lists the provider's offering in the marketplace, you can purchase it there; otherwise, an eligible outside purchase may use the reimbursement process.
The vendor onboarding process includes:
- Business documentation
- Verification of educational qualifications
- Criminal background checks for all instructional personnel
- Approval by the program manager
Any tutor who works with scholarship students — whether through the marketplace or via reimbursement — must meet applicable provider requirements, including the background check requirement.
Common Spending Platform Issues
File format problems. Parents have reported that the Odyssey portal can be particular about upload formats. JPG images of receipts tend to process more reliably than multi-page PDFs. If your upload keeps getting flagged, try converting your receipt to a single-page image file.
Processing delays. Odyssey says reimbursements are processed within 10 business days after a complete submission, with payment received within 10 business days after approval. Incomplete documentation can delay review.
Category misclassification. If you believe a reimbursement was wrongly denied, check Odyssey's current appeal policy and deadline. The published 2025–26 policy allowed one appeal within 15 calendar days of the denial; updated documentation had to be submitted as a new reimbursement request.
Cap enforcement timing. The marketplace enforces spending caps in real time, but manual reimbursements are checked after submission. If you're close to the 20% extracurricular or PE cap, verify your remaining cap balance in the portal before making out-of-pocket purchases. A reimbursement claim that exceeds your cap gets denied.
