Hope Scholarship for Multiple Children: Per-Child Awards, Separate Accounts, and Family Planning
For families with two or three school-age children, the Hope Scholarship math gets compelling fast. At $5,435.62 per child for the 2026–27 year, a household with three eligible students accesses $16,306.86 in state education funding. But managing multiple accounts comes with its own set of rules.
One Account Per Child, One Parent Profile
The Hope Scholarship creates a separate account for each participating student. A parent establishes one master Account Holder profile in the portal, then adds individual student sub-accounts for each child. Each child's $5,435.62 award sits in their own account — funds cannot be pooled, shared, or transferred between siblings.
This matters at purchase time. If one child's account has a surplus and another's is running low, you cannot move money from one to the other. Each child's spending must come from their own balance, and each child's purchases must be for their own educational use. A textbook bought for one student cannot be charged to a sibling's account.
Every Child Needs Their Own Documents
Each child requires:
- An official state or county birth certificate (hospital certificates are rejected)
- A WVEIS ID from the local county board of education
- A Hope Scholarship Notice of Intent filed with the county
For families where no child has attended public school, this means requesting multiple WVEIS IDs from the county — one per child. Batch the requests rather than filing them one at a time. Some county offices process them more efficiently when they see a single family requesting IDs for all children at once.
Age and Grade Requirements
All K–12 West Virginia residents are eligible under the 2026–27 universal expansion. The specific age rules:
- Kindergarten: The child must turn 5 years old before July 1 of the enrollment year. A child born on July 1 or later does not qualify that year unless they complete the county's formal early entrance evaluation process.
- Upper limit: Students must be under 21 and must not have completed high school or earned a secondary credential.
- No grade-level cap: There's no maximum grade. A 17-year-old in 12th grade and a 5-year-old entering kindergarten both qualify for the same per-child award amount.

Funding Tier Applies Per Application
Each child's application is evaluated independently against the funding tiers. If you apply for one child during the 100% window (March 2 – June 15) and a second child during the 75% window (June 16 – September 15), the first child receives $5,435.62 and the second receives $4,076.72.
The practical implication: submit all your children's applications at the same time within the earliest window you can manage. There's no advantage to staggering applications, and every day of delay risks a document issue pushing one child's application into a lower funding tier.
Annual Renewal Is Per Child
The Continued Participation Confirmation (CPC) is due by June 15 each year — per child. You also need annual assessment results submitted by June 30 for each participating student. Miss the deadline for one child and that child's account is deactivated, even if the other children's accounts are current.
For families testing multiple children, this means scheduling two or three standardized tests or portfolio evaluations in the spring. Build the timeline backward from June 30 and schedule testing by mid-May at the latest.
The Real-World Impact
The median West Virginia household with school-age children has 2 to 3 kids. At two children, the Hope Scholarship provides $10,871.24 per year — enough to cover complete homeschool curriculum for both children with funds left for tutoring, technology, and educational enrichment. At three children, $16,306.86 fundamentally changes what a family can afford for private or home education.
