If you've been researching the Hope Scholarship, you've probably run into references to both ClassWallet and TheoPay — sometimes on the same page, sometimes contradicting each other. The confusion is understandable because the program has changed platforms, and outdated guides haven't caught up.
What West Virginia Uses Now
The Hope Scholarship Program currently operates through TheoPay (Student First Technologies), an integrated e-commerce and financial platform contracted by the State Treasurer's Office. TheoPay handles all spending transactions for Hope Scholarship families — marketplace purchases, Direct Pay to Education Service Providers, compliance screening, and account balance management.
When you log into the Hope Scholarship portal at hopescholarshipwv.com, the purchasing and account management functions run through TheoPay's infrastructure. Your account balance, purchase history, and approved vendor marketplace are all within the TheoPay system.
Where ClassWallet Fits
ClassWallet is a separate spending platform used by ESA and school-choice programs in other states. Some early Hope Scholarship documentation, vendor marketing materials, and out-of-state school-choice guides reference ClassWallet as though it's the spending platform for West Virginia. Some vendors also advertise "ClassWallet integration" as a selling point for Hope Scholarship families.
For West Virginia Hope Scholarship participants, ClassWallet is not the platform you'll use. Vendor claims of ClassWallet integration don't directly help WV families — what matters is whether the vendor is registered as an ESP with the Hope Scholarship Board and available through the TheoPay marketplace.
How TheoPay Works
The platform operates two payment channels:
Marketplace purchases. Physical goods — curriculum packages, textbooks, workbooks, educational technology, supplies — are purchased through the integrated online marketplace. You browse available products, add them to your cart, and check out using your account balance. The system runs real-time compliance checks during checkout, flagging any non-qualifying items before payment processes.
Direct Pay. Services — private school tuition, tutoring, therapy, assessment fees — flow through the Direct Pay channel. A registered ESP submits an invoice through the portal. You review and approve it, and funds transfer from your child's account to the provider.
Reimbursement to parents for out-of-pocket purchases is available only under narrow, pre-approved exceptions — typically for specialized transportation or clinical services where the provider isn't integrated into the portal system.

Why the Platform Matters
Understanding which platform you're actually using prevents two practical problems:
Vendor confusion. When a curriculum vendor advertises "ESA approved" or "ClassWallet compatible," that tells you nothing about whether they work with WV's TheoPay system. Always verify the vendor's registration within the Hope Scholarship portal before making purchase plans.
Outdated troubleshooting advice. Forum posts and blog articles written about ClassWallet workflows won't match what you see when you log in. If someone recommends a specific navigation path or refund process that doesn't exist in your portal, they're probably describing a different state's platform.
