How to Use ClassWallet for MOScholars: Reimbursement and Direct Pay

Every dollar of MOScholars funding flows through ClassWallet. The platform is not optional — there are no direct checks to families, no bank transfers, and no cash disbursements. Understanding how ClassWallet works before your account is funded saves weeks of frustration and helps avoid rejected claims and compliance problems.

Three Ways to Spend MOScholars Funds

ClassWallet gives you three transaction paths. Each has different approval speeds and documentation requirements.

Marketplace Direct Purchases

ClassWallet's built-in marketplace connects you to pre-approved vendors like Miacademy, MiaPrep, and Christianbook. When you buy through the marketplace, the purchase is automatically vetted against Missouri's eligibility rules. No receipt upload required, no reimbursement wait. This is the fastest and simplest way to spend funds on curriculum, textbooks, and digital subscriptions.

The downside: marketplace selection is limited. If your preferred curriculum provider is not listed, you will need one of the other two methods.

Direct Pay (EFT Invoicing)

For private school tuition, licensed therapy providers, and tutoring services, the provider registers as an approved vendor within ClassWallet and receives State Treasurer approval. Once registered, the provider sends an electronic invoice through the platform, you approve it, and ClassWallet pays the provider directly via electronic funds transfer.

This is the standard method for tuition payments, speech therapy, occupational therapy, ABA services, and academic tutoring. The provider handles most of the paperwork — your job is confirming the invoice amount and approving the payment.

Providers who have not registered in ClassWallet cannot receive direct pay. If your child's tutor or therapist is unfamiliar with the process, point them to your EAO's vendor registration resources. Registration takes time, so start this before the school year begins.

Out-of-Pocket Reimbursement

When neither marketplace nor direct pay is available — you bought curriculum at a local bookstore, paid for a standardized test, or purchased a qualifying laptop — you pay out of pocket and submit a reimbursement request through ClassWallet.

This method has the strictest requirements:

  • Pre-approval is recommended. EAOs advise requesting approval before making out-of-pocket purchases to avoid claim denials after you have already spent the money.
  • Receipts must be itemized. The uploaded receipt must show the merchant name, transaction date, itemized list of purchased items, total amount, and the MOScholars student's name.
  • Audits are routine. EAOs and the State Treasurer's Office conduct systematic reviews. A non-qualifying item is ineligible even when the rest of the receipt lists eligible purchases; separate those items and confirm your EAO's claim process before submitting.

Ask your EAO for its current reimbursement processing timeline before relying on reimbursement to cover a scheduled expense.

Common Reasons Claims Get Rejected

Most rejections fall into a few predictable categories:

Consumable supplies. Pens, pencils, paper, markers, folders, and general office supplies are not qualified expenses. This catches families off guard because these items feel educational, but the statute excludes them.

Missing itemization. A receipt showing only a total amount without listing individual items will be rejected. Ask the merchant for an itemized receipt at the time of purchase.

Technology over the limit. You can purchase one computer, laptop, or educational tablet per student every three years. A second device within that window, or a non-educational device like a smartphone or gaming console, is denied.

Payments to relatives. The statute prohibits payments or reimbursements to any person related to the student within the third degree of consanguinity or affinity.

When Funds Hit Your Account

After you accept your MOScholars award and sign the parent agreement (typically May–June), ClassWallet onboarding takes 10 to 14 business days. The statute allows scholarship payments either four times per year or in one lump sum at the beginning of the year at the parent's request. Ask your EAO how it will apply that schedule and when funds will be available.

At the end of the school year, unused account funds remain in the student's account. Renew with your EAO to continue in the program and use rollover funds. If the student withdraws or is disqualified, or graduates, the account closes and remaining funds return to the EAO.
