MOScholars Reimbursement and Direct Vendor Pay: How Spending Works
Getting a MOScholars award is the first hurdle. Spending the money correctly is the second. The program does not hand you a check — every dollar flows through ClassWallet, a managed digital platform, and every transaction is subject to EAO review. Understanding the three spending channels before you make your first purchase can save you from rejected claims and frozen accounts.
The Three Spending Channels
ClassWallet provides three ways to use your MOScholars funds. Each has different approval speeds, rejection risks, and documentation requirements.
Marketplace Direct Purchases
ClassWallet maintains an integrated online store with educational vendors. When you purchase through the marketplace, the transaction is automatically checked against state eligibility rules and bypasses reimbursement processing delays.
Vendors integrated into the marketplace include curriculum providers (Miacademy, MiaPrep, Christianbook), educational supply companies, and testing services. When an eligible item is available there, the purchase avoids an out-of-pocket reimbursement request.
The limitation: the marketplace does not include every vendor or product category. Private school tuition, therapy services, and many specialized curriculum providers are not in the marketplace and require one of the other two channels.
Direct Pay (EFT Invoicing)
For tuition, tutoring, therapy, and licensed services, the provider registers as an approved vendor within ClassWallet. Once registered and approved by the State Treasurer's Office, the provider issues an electronic invoice to you through the platform. You review the invoice in your ClassWallet dashboard and authorize the payment, which goes directly from your scholarship account to the provider via electronic funds transfer.
This is the standard path for private school tuition and licensed therapy services (speech, occupational therapy, ABA). The provider handles the invoicing — you just approve it.
The registration requirement is the friction point. Your provider must complete ClassWallet's vendor setup process, which takes time and requires State Treasurer approval. If your private school or therapist is not yet a registered ClassWallet vendor, they will need to start that process before any payment can flow.
Direct Reimbursement
When neither marketplace nor direct vendor pay is available, you pay out-of-pocket and submit a reimbursement request through ClassWallet. This channel has specific documentation requirements.
Your receipt must include all of the following:
- Merchant name (the business, not just a card terminal identifier)
- Date of the transaction
- Itemized list of every item purchased (a lump sum or generic description does not provide the required itemization)
- Total amount paid
- The named MOScholars student
EAOs strongly recommend getting pre-approval before making out-of-pocket purchases. You can submit the planned purchase to your EAO for review before spending your own money. A pre-approved purchase is far less likely to be rejected at the reimbursement stage.
Reimbursement processing is not instant. The research does not establish a standard processing time, so confirm timing with your EAO before paying out-of-pocket.
What Gets Rejected
Rejections happen when a purchase falls outside the approved expense categories or when the documentation is insufficient. The most common rejection triggers:
Consumable supplies: Pens, pencils, paper, markers, folders, and general craft supplies are explicitly prohibited. Even if they are used for schoolwork, these are classified as consumable office supplies, not instructional materials.
Non-itemized receipts: A receipt that shows a lump sum with "school supplies" or "curriculum" as the description will be rejected. Every item must be individually listed.
Prohibited technology: Smartphones, gaming systems, televisions, and general home internet service do not qualify. Computers and tablets are approved, but only one device per student every three years.
Payments to relatives: Any payment to a tutor, instructor, or service provider related to the student within the third degree of consanguinity or affinity is strictly barred. This includes parents, grandparents, aunts/uncles, and siblings.
Out-of-state private school tuition: Tuition or required enrollment fees for private schools located outside Missouri are not covered, even if the school is accredited.
What Happens When a Purchase Is Rejected
If a ClassWallet purchase is flagged during a random or risk-based audit after funds were already disbursed, the parent must refund the account. You receive a formal written notice and have 15 business days to cure the violation or submit repayment.
Uncured violations escalate: permanent termination from the program, administrative recovery procedures, and potential referral to the Missouri Attorney General's office. The program takes spending compliance seriously because the funding model depends on donor and legislative trust.
For reimbursement rejections where funds were never disbursed — you simply do not get repaid for the out-of-pocket purchase. This is why pre-approval matters so much for the reimbursement channel.

Timing and Fund Deposits
Scholarship funds are deposited into ClassWallet on a semester or quarterly basis, typically between September and January. The timing depends on when donor contributions and state revenue reach your EAO. You cannot spend funds that have not yet been deposited, even if your award amount is confirmed.
Unused funds at the end of the academic year roll over to the next year, provided the student maintains eligibility and submits the annual renewal application. If the student leaves the program, any remaining balance reverts to the EAO's scholarship pool.
