What the ESA Covers at Private Schools

Private school tuition and fees are the most straightforward allowable ESA expense. The program was designed for this — parents can use their quarterly ClassWallet deposits to pay for tuition, registration fees, and required textbooks at any accredited qualified non-public school in Arizona.

For a typical K–12 student, the base ESA award is $7,000 to $8,000. Microschool and co-op tuition and enrollment fees are reported at $5,000 to $9,000 per year; costs at other private schools vary, so compare the school's invoice with the student's award. Students with documented disabilities receive weighted awards of $9,000 to $37,000+, which can cover even expensive specialized schools.

How Payment Works Through ClassWallet

Private schools accept ESA funds through ClassWallet's Direct Pay system. The process:

  1. Confirm that the school is registered as a vendor in ClassWallet; if not, ask the school to register
  2. The school issues an itemized tuition invoice to the parent
  3. The parent uploads the invoice into ClassWallet and selects "Pay Vendor"
  4. ADE specialists review the invoice
  5. Upon approval, ClassWallet transfers funds directly to the school via ACH within two to ten business days

The invoice must include the school name, address, student's full name, an itemized list of charges (tuition, fees, textbooks), service dates, and a unique invoice number. Lump-sum invoices without itemization get sent back for correction.

The STO Conflict You Cannot Ignore

Under A.R.S. § 15-2402(B)(3), a student cannot receive a School Tuition Organization (STO) tax credit scholarship and ESA funding during the same contract year (July 1 through June 30). This is a major compliance issue for private school families switching to the ESA.

If your child currently receives an STO scholarship — the tuition tax credit programs administered through organizations like APSTO, ACSTO, or the Arizona Leadership Foundation — all STO disbursements must cease before you sign the ESA contract. Holding both simultaneously triggers immediate account suspension, fund recoupment, and potential contract termination.

Families transitioning from STO-funded private school to ESA: confirm in writing with the STO that the scholarship has ended for the current contract year before executing your ESA agreement.

Private Schools and IDEA Protections

Private schools accepting ESA students are not bound by the federal Individuals with Disabilities Education Act (IDEA) the way public schools are. If your child has an IEP and you move them from a public school to a private school on the ESA, the private school is not required to follow the IEP or provide the same level of special education services.

The private school must comply with the Americans with Disabilities Act (ADA) — basic accessibility and non-discrimination protections — but it has no obligation to replicate the public school's IEP services. Parents of children with disabilities should verify the private school's special education capabilities before enrolling.

The Practical Decision

For families already paying private school tuition out of pocket, ESA funds can offset future eligible tuition through Direct Pay. For families switching from public school to private, the award may cover part or all of eligible tuition depending on the school's charges and the student's award. The key is managing the transition correctly — ending any STO scholarships, withdrawing from public school, and getting the contract signed before your target quarterly deposit date.
