How to Start Arizona ESA: Step-by-Step Guide for First-Time Applicants

Before You Apply: Documents to Gather

The application will not move forward without complete documentation. Gather these before creating your portal account:

Student identity: A full-color image of the student's state-issued birth certificate.

Arizona residency (one of the following):

  • A utility bill (electric, gas, water, internet) issued within the last 60 days showing your full service address
  • A physical address letter from a tribal authority or fire department
  • A temporary on-base military billeting letter (for military families)

If you cannot produce a primary document, you can submit two secondary documents instead: a W-2 or 1099 within one year, a property tax bill, a vehicle registration within 60 days, or a DES/SSA benefit letter. Alternatively, a notarized ADE Affidavit of Shared Residence form works if you live with someone else.

Categorical eligibility proof (if applicable): If applying for a weighted disability award, have the student's current IEP (within one year), MET report (within three years), or 504 plan ready. Military dependents need official orders or stationing documentation. Foster care or adoption requires a Superior Court custody order or adoption decree.

The Application Process

Step 1: Create an ADEConnect account. Go to the ADE ESA Applicant Portal and register. One parent account manages all children — you do not need separate accounts for siblings.

Step 2: Submit the student's information. Enter the student's personal details and upload the identity and residency documents. For multiple children, register each child individually within the same parent account.

Step 3: Wait for administrative review. ADE has 30 calendar days from receiving a complete application to issue a determination. If documentation is missing, the portal flags your account and gives you 30 days to upload the required items.

Step 4: Complete the contract and withdrawal steps. If approved, ADE issues an electronic contract. Read it. The contract commits you to specific obligations — core subject instruction, no public school enrollment, no STO scholarships, and no county homeschool affidavit. If the student is enrolled in a public or charter school, formally withdraw them and upload written verification. The contract must be signed and withdrawal confirmed before funds are released; follow the portal instructions for the required order.

Step 5: ClassWallet setup. ADE establishes your ClassWallet account, which takes approximately three weeks after contract execution. Your first quarterly deposit is released after onboarding is complete.

Timing Your Application

Applications are accepted year-round, but timing determines how much funding you receive in the first year. The annual award is prorated by the quarter in which you sign the contract:

  • Sign by September 30: four quarterly deposits (full award)
  • Sign by December 31: three deposits (75%)
  • Sign by March 31: two deposits (50%)
  • Sign by June 30: one deposit (25%)

If you are planning to start ESA in the next school year, submit your application early so ADE can review the complete packet and issue a contract during Q1 (July 1 through September 30). Families who wait until August or September risk slipping into Q2 territory and losing thousands of dollars.

Critical First-Year Mistakes to Avoid

Filing a homeschool affidavit and an ESA contract. These are mutually exclusive under Arizona law. If you previously filed a county homeschool affidavit, contact the County School Superintendent's office and formally withdraw it when you sign the ESA contract.

Receiving a concurrent STO scholarship. A student cannot receive a School Tuition Organization tuition tax-credit scholarship during the same contract year (July 1 through June 30) as ESA funds. If scholarship payments are scheduled during that period, check the timing with the STO and ADE.

Spending before ClassWallet is active. Some parents start buying curriculum and supplies out of pocket while waiting for ClassWallet setup, planning to request reimbursement later. This is risky — reimbursement reviews can take six to eight weeks. Wait for ClassWallet when possible.
