Can Parents Claim Teaching Time on the Idaho Tax Credit? The Parent Instruction Exclusion Explained

The Short Answer: No

Idaho Code § 63-3029N(10)(c) is explicit — tuition or fees related to academic instruction provided by a parent or legal guardian are not qualified expenses. You cannot assign yourself an hourly teaching rate, invoice your own household for lesson planning, or claim compensation for the time you spend teaching your children.

What Parent-Led Homeschoolers Can Claim

The parent instruction exclusion confuses many families into thinking homeschoolers are locked out of the credit entirely. They're not. The exclusion applies to your own teaching time — not to the materials, curriculum, testing, and services you purchase from others.

For an unaccredited or home-based claim, the parent must also maintain a portfolio or learning record documenting instruction in the four core subjects.

Here's what qualifies:

Curriculum and textbooks. Workbooks, textbooks, and instructional software covering the four core academic subjects (ELA, math, science, social studies) purchased from third-party publishers. Starting in tax year 2026, you can assemble your curriculum from multiple publishers rather than buying a single comprehensive package.

Third-party tutoring. Academic tutoring in core subjects from an instructor who is not a member of your immediate household or family. The tutor needs their own business identity — name, contact details, and an invoice that shows the subject taught, dates, and hours.

Standardized testing. Nationally normed achievement tests, AP exams, SAT/ACT fees, and industry-recognized certification exams all qualify.

Transportation. Mileage to and from a nonpublic school, microschool, or instructional facility. You'll need a contemporaneous mileage log with dates, destinations, and calculated miles.

Example Expense Categories Without Claiming Parent Teaching Time

A parent-led homeschool family can build a claim from qualified third-party purchases such as:

  • Math curriculum (Saxon or Teaching Textbooks): $150
  • Language arts (IEW + literature set): $200
  • Science curriculum (Apologia) + lab kit: $250
  • History/social studies (Sonlight or Notgrass): $200
  • Supplemental workbooks and readers: $150
  • Online instruction or software mapped to core subjects, when the expense fits a statutory category
  • Weekly math tutoring (32 sessions × $50): $1,600
  • A third-party SAT prep course and SAT registration fee, using the provider's actual paid amounts
  • A nationally normed achievement test, using the fee shown on the paid receipt
  • Transportation to a nonpublic school, microschool, or instructional facility, supported by a contemporaneous mileage log
  • AP examination fees, using the amount shown on the paid registration receipt

These are examples, not a fee schedule or guarantee that every listed purchase qualifies. Only documented expenses within the statutory categories count toward the per-student cap. The parent instruction exclusion doesn't allow compensation for your own teaching time.

The Line Between "Parent Teaching" and "Parent Purchasing"

The distinction matters at audit time. The Tax Commission isn't asking whether you taught your children — they're asking whether the expenses you claimed went to qualified third-party providers and materials. When you buy a curriculum and teach from it yourself, the curriculum purchase qualifies. Your time teaching from it does not.
