Homeschool Diploma California: How to Issue a Legal Credential
California Treats Your Homeschool as a Private School
California does not have a standalone homeschool statute. Instead, families homeschool under one of several legal pathways, and the most common one — filing a Private School Affidavit (PSA) under California Education Code § 33190 — legally classifies your home education program as a private school.
As a private school, you have full authority to set graduation requirements, issue a high school diploma, and produce an official transcript. The California Department of Education does not approve, endorse, or accredit private school diplomas. It also does not need to. Your diploma carries the same legal weight as one from any other private school in the state.
The Three Legal Pathways
Private School Affidavit (PSA): The annual statutory filing period is October 1 through October 15. The CDE's online filing system is open August 1 through June 30 to accommodate new schools and home schools. You register your homeschool by name, certify that instruction is in English, and list enrolled students. No curriculum approval. No testing. No oversight visits. This is the pathway most California homeschooling families use, and it gives you diploma-issuing authority directly.
Private school satellite program (PSP): Your student enrolls in an existing private school that offers an independent study program. The school issues the diploma. You handle day-to-day instruction, but the school's name appears on the diploma and transcript.
Private tutor (Ed. Code § 48224): You teach as a private tutor holding a valid California teaching credential. This pathway is uncommon because it requires a credential, but it also gives you diploma-issuing authority.
If your goal is to issue your own diploma with your own school name on it, the PSA pathway is the standard choice.
What Your Diploma Needs to Include
California does not prescribe diploma wording or format. You decide what goes on the certificate. But for institutional acceptance — colleges, employers, military recruiters, background check agencies — your diploma should include:
- Your homeschool's registered name (matching the PSA filing)
- The student's full legal name
- A formal graduation statement ("has satisfactorily completed the course of study prescribed by this school")
- The city and state of issuance
- The date of graduation
- Your signature as the school administrator
- An embossed or adhesive seal
The school name on the diploma must match the name on your PSA filing. If you registered as "Pacific Coast Academy" on the affidavit, that is what appears on the diploma. Discrepancies between the diploma name and state records create unnecessary verification friction.

California-Specific Transcript Considerations
The University of California system and California State University system both accept homeschool transcripts. UC admissions requires applicants to report A-G subject requirements — a specific set of 15 year-long courses across seven categories (History, English, Mathematics, Laboratory Science, Language Other Than English, Visual and Performing Arts, College-Preparatory Elective).
Your transcript should map your coursework to the A-G categories. Use standardized course titles that UC reviewers will recognize: "Biology with Lab" rather than "Nature Study," "US History" rather than "American Heritage." The UC system will not look up creative titles.
CSU campuses follow the same A-G framework. California community colleges have open enrollment and do not evaluate high school transcripts for admission, but they do require proof of high school completion for financial aid purposes.
Cal Grant and Financial Aid
Cal Grant applications use FAFSA data and a verified high school GPA. The California Student Aid Commission uses a GPA Verification Form; confirm the accepted submission route for a PSA-filed private school with CSAC before submitting.
Your transcript format matters here: clearly separate core academic courses from electives, show letter grades with a standard grading scale, and calculate the cumulative GPA. The Commission is verifying a number, not auditing your curriculum.
