Walk into any homeschool Facebook group and mention you're looking for a planner, and you'll get forty recommendations in an hour — daily lesson schedulers, Charlotte Mason journals, Montessori trackers, beautiful Canva spreads. Most of them are completely wrong for Pennsylvania. The state has specific statutory record-keeping requirements, and a planner designed for a national audience or a lighter-regulation state like New Jersey will either leave you under-documented or have you tracking far more than the law requires.
Pennsylvania's actual requirements are narrower than most parents expect — but they are precise. Using a planner that doesn't match the statute creates two problems: gaps in required documentation, and excess documentation that could create complications with evaluators or district administrators. Here's what Pennsylvania law actually asks you to track.
The Three Things Pennsylvania Law Requires You to Document
Under 24 PA C.S. §13-1327.1, your records must contain three categories of documentation:
1. A contemporaneous log of reading materials used. The statute specifies that this log must be "made contemporaneously with the instruction" and must "designate by title the reading materials used." This is a running bibliography — a list of books, curricula, and educational resources by their titles. It is not a daily lesson plan, not a minute-by-minute schedule, not a narrative of what happened each day. If your child used Teaching Textbooks 6 for math and read Sign of the Beaver for reading, those go in the log by title. The format is title-based; nothing else is mandated by statute.
2. Work samples. The law requires "samples of any writings, worksheets, workbooks or creative materials used or developed by the student." Evaluators typically expect three to five samples per required subject, drawn from the beginning, middle, and end of the year to show sustained progress.
3. Attendance documentation. Pennsylvania requires a minimum of 180 days of instruction, or hours (900 per year for grades K-6, 990 per year for grades 7-12). Your planner needs to document that this threshold was met.
Notice what is not on this list: daily lesson records, hour-by-hour breakdowns, subject-by-subject scheduling grids, or narrative learning journals. Pennsylvania law does not require any of those. A planner that prompts you to fill them in daily isn't a legal requirement — it's a lifestyle choice, and one that may produce more documentation than you want to hand to an evaluator or district.
Why Most Generic Homeschool Planners Fail PA Families
The homeschool planner market is dominated by products built for a national audience. The best-selling options on Etsy and Teachers Pay Teachers are designed around either no regulatory framework at all (unschooling aesthetics) or the most common state standards (California, Texas, Florida). Pennsylvania's specific requirements — the contemporaneous reading log format, the 180-day attendance grid, the PA-mandated subject list including fire safety — appear in virtually none of them.
The practical consequences:
- Missing required subjects. A generic planner won't prompt you to document fire safety, Pennsylvania history, civics, or health as distinct subject areas. Pennsylvania's elementary subject list is longer than most states, and evaluators check for coverage of all mandated subjects.
- Wrong log format. Many planners include daily lesson journals, not the title-based contemporaneous log the statute describes. Parents dutifully fill out elaborate daily records that aren't what Pennsylvania evaluators need — and then scramble to produce the actual log in May.
- No 180-day tracking. National planners often use a week-at-a-glance or monthly layout without a dedicated attendance checkbox system. Pennsylvania law requires proof of 180 days; an evaluator-friendly attendance record needs to make that count visible at a glance.
What a PA-Specific Planner Should Include
The Contemporaneous Log. A simple running list format with columns for date, subject area, and the full title of the material used. Some families keep this as a running document updated weekly; others batch-update it monthly. The statute says "contemporaneously with the instruction," which evaluators interpret as maintained during the year, not retroactively assembled in June. A two-page log covering all subjects for the year is sufficient for most programs; a comprehensive curriculum will generate more entries, a relaxed unschooling approach fewer.
The 180-Day Attendance Calendar. A single-page academic calendar grid where each instructional day is checked off. This is the simplest, most evaluator-friendly attendance format — one page, 180 boxes, done. District administrators and evaluators can confirm compliance at a glance. Some families write the calendar year at the top (e.g., September 2025 through June 2026) and check off each day. Others use a month-by-month calendar with marks for instructional days. Either format works as long as the count is clear.
Subject-Tabbed Work Sample Dividers. Rather than chronological filing, Pennsylvania evaluators uniformly prefer portfolios organized by subject. Your planner should produce a structure with tabs for each required subject: English, Mathematics, Science, Geography, History (U.S. and PA), Civics, Safety Education/Fire Prevention, Health, Physical Education, Art, and Music. Each tab holds the relevant reading log entries and three to five work samples for that subject.
Testing Year Reminders. For students in grades 3, 5, and 8, the planner should flag the standardized testing requirement in the fall — not in April when the panic sets in. Pennsylvania-approved tests include the California Achievement Test (CAT), Iowa Test of Basic Skills, Stanford Achievement Test, MAP Growth, and others. The parent cannot administer the test; arranging a neutral proctor takes lead time.

The Over-Documentation Problem
One of the most common mistakes Pennsylvania families make is treating their planner like a comprehensive daily log and then handing the whole thing to the evaluator. Evaluators who see a binder overflowing with every worksheet completed since September don't conclude that you're thorough — they conclude that you don't understand the minimum requirements. Your planner should be structured to produce that output efficiently, not to capture every moment of your educational day. The contemporaneous log covers what materials were used. The work samples demonstrate what the student produced. The attendance grid proves the time was invested. Beyond those three elements, additional documentation belongs in your private files — not in the portfolio submitted for review.
This is why "anti-overcompliance" structure matters: a planner that limits the work sample section to three to five slots per subject forces the healthy habit of curation rather than accumulation.
Seasonal Planning: Timing Your PA Compliance Cycle
Pennsylvania's annual compliance cycle has predictable pressure points:
July-August: File the notarized affidavit with the superintendent before August 1. Set up your reading log and attendance calendar for the new year.
September-January: Maintain the contemporaneous log as you teach. Drop one to two work samples per subject into the portfolio inbox each month — don't wait until spring.
February-March: If your child is in grades 3, 5, or 8, this is the time to identify an approved test and schedule a proctor. Tests typically take 2-4 hours and require coordination.
April-May: Curate work samples — select the three to five strongest per subject from what you've collected. Verify that fire safety, PA history, and all other required subjects have at least one entry.
May-June: Schedule and complete the evaluator review. Submit the evaluator's certification letter to the superintendent by June 30.
Planning backward from the June 30 deadline makes the compliance cycle manageable. Families who try to build their portfolio in the last two weeks of June are not experiencing a particularly heavy compliance burden — they're experiencing the consequences of deferred record-keeping in a state that requires it to be contemporaneous.
Digital vs. Physical Planning
Both approaches work for Pennsylvania portfolios. Physical binders with printed forms give evaluators a tactile, tab-organized artifact that's easy to navigate and difficult to dispute. Digital organization using cloud storage, apps like Seesaw, or a structured folder system allows for easy photo documentation of hands-on projects, field trips, and experiments — particularly useful for science, art, music, and physical education.

The One Thing Every PA Planner Must Handle: Fire Safety
It sounds like an administrative footnote, but the fire safety requirement is the subject most often missing from Pennsylvania portfolios. The statute mandates "regular and continuous instruction in fire prevention" — language that evaluators interpret as requiring at least one documented fire safety lesson per year, every year.
A single entry in the contemporaneous log — "Fire Safety: Home Fire Escape Plan Worksheet, PA Department of Education Fire Safety Unit" — satisfies this requirement. A printed and completed home escape plan, a field trip to a fire station, or a lesson from any standard fire safety curriculum works. But it must be in the portfolio. Evaluators have seen countless otherwise complete portfolios that arrive in June with every subject covered except fire safety. Don't be that family.
