Jefferson County Homeschool Registration: What JCPS Actually Requires
Jefferson County Public Schools is Kentucky's largest school district, serving Louisville and the surrounding county. It is also one of the more administratively involved districts when it comes to homeschool notifications. If you are starting a homeschool in JCPS — or renewing your annual notification — here is exactly what the district requires, what it cannot legally require, and how to navigate the process without unnecessary friction.
JCPS Has a Dedicated Home School Office
Most Kentucky districts receive homeschool notifications through the superintendent's office as a routine administrative matter. JCPS, because of its size, has a dedicated Home School Office that processes all homeschool notifications and handles inquiries from homeschool families.
This is actually an advantage: there is a single point of contact, staff who are familiar with the process, and a relatively consistent experience for families compared to smaller districts where homeschool notifications might be handled by an administrator who sees one per year.
The Home School Office is part of JCPS's Student Services division. Contact information is available on the JCPS website under the Student Services section.
The JCPS Home Schooling Notification Form
JCPS provides its own "Home Schooling Notification" form rather than accepting a free-form letter. This is the district's standard intake process, and using their form is the simplest way to complete the filing.
The JCPS form collects:
- Parent or guardian name and contact information
- Home address
- The name of each child being enrolled in the home school
- Each child's date of birth and grade level
- The school year for which notification is being filed
- Signature of the parent or legal guardian
This information maps directly onto what KRS 159.160 requires: names, ages, and residence of each enrolled child, plus the name of the school (for JCPS purposes, your home school's name or your family name as the school identifier). The form is essentially a structured version of the letter of intent.
What JCPS May Request That Is Not Legally Required
JCPS, like some other large districts, may include fields on their form or follow-up communications that go beyond the statutory minimum. Common examples include:
- Curriculum or materials being used
- A proposed daily or weekly schedule
- Evidence of parent qualifications or educational background
- Copies of previous school records
None of these are required under KRS 159.160 or KRS 159.040. Kentucky's private school statute does not give the district authority to approve your curriculum or evaluate your credentials. If the JCPS form includes these fields, they are optional from a legal standpoint.
In practice, the Home School Office may offer to review your materials or meet with you to discuss the requirements. These meetings are advisory and voluntary. Attending them may help you understand JCPS's expectations, but you are not required to participate.
If you decline to provide optional information, do so politely and in writing. A brief note stating that you are providing the information required under KRS 159.160 and that you understand the district cannot require additional disclosures is entirely appropriate.

Timing and Annual Renewal
The filing deadline is the same for JCPS as for all Kentucky districts: within ten days of the start of your home school year. If you are withdrawing a child from JCPS to begin homeschooling, file the notification as soon as you begin instruction — do not wait until mid-year to formalize the paperwork.
The notification must be renewed each school year. Many JCPS families file in late August or early September when the public school year begins, which aligns their notification with the district's own calendar and prevents any gap in records.
Withdrawing from JCPS Specifically
If your child is currently enrolled at a JCPS school and you are transitioning to homeschool, there are two parallel steps:
Step 1: Notify the school that your child is withdrawing. Contact the school's registrar or office to formally disenroll your child. You will likely need to sign an official withdrawal form. You do not need to explain your reasons for withdrawal or wait for approval.
Step 2: File your homeschool notification with the JCPS Home School Office within ten days of beginning instruction. This establishes your home school's existence and enrolls your child in the district's records as a home schooled student rather than an absent public school student.
These two steps are distinct. Withdrawing from the individual school does not automatically notify the Home School Office. And filing with the Home School Office does not substitute for formally withdrawing from the school. Both must be done.
Your Ongoing Obligations After Filing
Once your JCPS notification is filed, your compliance obligations are the same as for any Kentucky homeschool family:
- Maintain an attendance register showing 1,062 instructional hours over 170+ days
- Maintain a scholarship report documenting academic progress
- Refile the notification each school year
JCPS's Home School Office does not conduct routine annual inspections of home schools. They process notifications and are available if you have questions. Unless a specific truancy inquiry is triggered, you should expect no further contact from the district beyond acknowledgment of your notification.
Getting Your Records Organized
The most common problem JCPS homeschool families encounter is not the initial filing — it is the year-round record maintenance that follows. The attendance register and scholarship report are both ongoing documents. Families who set up a consistent system at the start of the year find compliance straightforward; families who try to reconstruct records at year-end under pressure find it significantly more stressful.
